County Counsel reported that the board rejected an administrative claim filed on or about Sept. 16, 2024, by claimant Mikhail Trubchik for $2,345,000; the board also rejected Trubchik’s best and final demand of $1,800,000. That action was recorded on a 3‑2 vote: Supervisors Don Wagner and Lindsey Wynne voted no; Chairman Doug Chaffee, Vice Chair Katrina Foley and Supervisor Vicente Sarmiento voted yes. The board delegated limited settlement authority to risk management to make a counteroffer to the claimant, County Counsel said.
The board also unanimously approved three proposed workers’‑compensation settlements, County Counsel reported: a $175,000 settlement in Milton Thomas v. County of Orange, a $375,000 settlement in Darryl McKenney v. County of Orange, and a $369,275.94 settlement in Ronald Byers v. County of Orange. County Counsel said the agreements “remain subject to the final approval of others” and copies will be available through risk management once finalized.
