Board committee pauses on broader "resource management" policy after member requests more detail

Committee members debated a proposed Policy 3000 (Business / Resource Management) at length on May 13 and agreed not to advance the draft to public comment until the text is refined and stakeholders have had more time to review.
Policy staff said the draft expands the existing short policy into a broader statement about strategic resource allocation, budgeting aligned to the district strategic plan, stakeholder engagement in budget development and operational accountability. The draft asks the superintendent or designee to develop resource plans, ensure data-driven decisions and set standards for school operations and maintenance.
Vice Chair Briggs said he supported strengthening the policy but requested clearer language about whether the superintendent has discretionary authority or whether funding is already formula-driven by state and student-based allocations. He also asked that the policy explicitly connect the budget process to the strategic plan and that proposed edits be circulated in writing before a committee vote. Other members said they wanted more time to consider stakeholder- engagement language and how the policy affects school-level funding.
The committee did not vote to release Policy 3000 for public comment and instead asked staff to incorporate members' written edits and return with a revised draft for further discussion.
