PGCPS updates community-schools policy language after state law changes; committee advances revisions

Prince George's County Public Schools staff presented revisions to the district's community-schools policy (Policy 1100) on May 13 to reflect changes in state law and to clarify reporting and allowable central expenditures.
Miss Welsh told the committee that House Bill 504 led to several statutory changes the district must reflect in policy, including adding wraparound services to needs assessments and annual reporting requirements. The revised text requires community-school implementation plans to include measurable goals reviewed at least once every two years and calls for annual reporting of data such as numbers of students and families receiving wraparound services, volunteer participation, chronic-absenteeism rates and disciplinary actions.
The draft also adds new language to permit the superintendent or designee to expend up to 50% of community-schools funds centrally but only after developing a plan in consultation with eligible schools; any central spending must directly benefit eligible schools and may include central administrative costs as allowed by forthcoming MSDE regulations. Staff said MSDE will provide evaluation tools and regulations to guide implementation.
Committee members supported the changes and the inclusion of elementary, middle and charter-school principal representation on steering committees as recommended in prior discussions. The committee voted to recommend the revised policy to the policy sponsor for revision and approval.
