Board approves $10.3 million guaranteed maximum price for High Point Elementary renovation amid trustee questions

The Cedar Hill ISD Board of Trustees voted 7-0 on June 27 to accept the administration's recommendation and award a guaranteed maximum price (GMP) for the High Point Elementary School renovation to Core Construction for $10,302,305.
Core Construction's Connor Wade presented the GMP and told trustees the bid reflects seven months of preconstruction work, strong contractor interest (more than 50 trades), and recommended acceptance of several alternates, including a proposed upgrade to solid-surface countertops for classroom millwork. Wade said accepting the GMP would allow work to begin as soon as students leave for summer.
Trustees questioned the difference between the GMP and the board'approved budget. District staff said the High Point budget was $9,900,000 and that the GMP is roughly 4% over that figure. Staff explained the package includes a 5% construction contingency and an additional allowance for window remediation; trustees identified a bid line for sidewalks totaling $245,009.82 as a notable change discussed after the facilities committee review.
Trustee Cook and others said alternates shown in the GMP presentation had not been discussed in prior facilities committee meetings and pressed staff to explain why alternates were being presented and why the board was asked to act the same night. District staff said the work needs to proceed quickly because construction must begin immediately after the school year and that any construction savings would be returned to the district. A staff member took ownership for not listing alternates at the earlier facilities meeting and acknowledged the presentation would be improved for transparency going forward.
The board approved the GMP and alternates by motion (moved by Trustee Ramona Ross Bacon; second by Trustee Singleton) and the vote was recorded as 7-0 in favor.
Staff said they will continue to seek cost savings during construction and will return any unspent funds to the district.
The board did not vote on individual alternates separately in public discussion; the motion accepted the administration's recommendation to award the GMP that included tentatively accepted alternates.
