First reading: Canyon ISD reviews CASB policy update; trustees request enforcement clarifications

Mr. McClure (policy presenter) told the board the update aligns local policy to recent Texas Administrative Code and federal rule changes and removes redundant "or designee" language in places where the superintendent's delegation authority already covers assignments. Specific local policy updates highlighted included fiscal management (disclosure requirements for suspected fraud related to federal awards), investment salesperson certification requirements, intellectual property rules clarifying that work produced on district time with district resources is district property, and updates to dyslexia, gifted-and-talented, and child abuse-reporting language to reflect current state guidance.
Board members pressed for clarification and enforceability in several areas. Trustees asked how the district currently enforces the policy that limits showing copyrighted movies to curriculum-related instruction and whether any campuses are still showing full-length films outside curricular use; administrators said campuses have procedures limiting full-movie shows to curriculum-related instruction and noted the district had not purchased an all-district copyright license. Trustees also raised questions about tobacco- and nicotine-related policy language: the employee conduct policy now specifically references "nicotine products" and nicotine patches, and trustees asked whether the community/visitor policy (GKA) should use matching language and whether cessation products such as nicotine gum should be exempted and explicitly defined. Administrators agreed to consult with the policy consultant and return with clarified enforcement provisions and definitions before the April approval vote.
The policy update was presented as a first reading; no action was taken. Staff said the legal policy text will be provided electronically and that local changes would be brought back for formal action at the next meeting after staff address the board's enforcement and definition questions.
