TPO staff presented the annual joint certification review conducted with the Florida Department of Transportation and the board approved the joint certification and authorized the TPO chair to sign the statement.
Sarah Caper of TPO staff said the annual certification summarizes notable achievements, recommended actions and any corrective actions identified by FDOT. She reported 14 notable achievements across program areas, three recommended actions (keeping FDOT updated on staff roles, maintaining direct communication with FDOT liaison staff, and coordinating with local governments to ensure recommendations are implementable) and no corrective actions.
Caper recommended the board support the annual joint certification. Council member Maniscalco moved the recommended action and board member Gray seconded; the board adopted the certification by voice vote with no nays.
Board members discussed the TPO’s historically cooperative relationship with FDOT and noted that any issues are typically resolved through routine coordination with FDOT liaison staff. Staff said the quadrennial Federal Highway Administration certification will return later in the year and that the annual FDOT certification is a recurring process.
Caper said the certification recognized achievements including work on the TIP and the MPO merger study and recommended continued communication and coordination to ensure implementation capacity at the local level.
