Board approves UPWP amendment to carry consolidated planning funds into FY2026

The Hillsborough County TPO board approved a routine amendment to the Unified Planning Work Program to add $454,767 in consolidated planning (PL) funds to fiscal year 2026 and to remove $12,000 of State Transportation Innovation Council funds from a completed project.
Amber Simmons of TPO staff described the UPWP as the TPO’s scope of work and budget. She said the PL funds being added were excess funds from a prior UPWP that were unspent and are being carried forward into FY2026 (the FY2026 period runs July 1, 2025–June 30, 2026). Simmons said there were no other changes to funding sources beyond the PL funds and the small State Transportation Innovation Council adjustment.
Council member Maniscalco moved the amendment; a commissioner (recorded as Wostel in discussion) offered the second. Board members had no substantive questions; the motion passed with no nays.
Simmons said the current consolidated planning grant for FY2026 before the amendment was $2,539,070 and that after the amendment the figure is $2,994,** (staff packet shows $2,994,?—the packet included a fact sheet for more detail). The recommended action was to approve the UPWP amendment, which the board did by voice vote.
The change was described in the packet as carryover of previously awarded/planned funds rather than a reallocation to new projects.
