The staff said the revised definitions import existing meanings from other statutory titles for terms including alcohol (with the same meaning as in Title 23), cannabis (as defined elsewhere in Title 7), "ignition analog device" (an ignition-related device), "law enforcement officer," and related terms. Staff also noted a difference in the treatment of the term "person": "Person in this title does not include a natural person. It does in Title 13. So hence the cross record says we're not talking about how many corporations, corporations," Speaker 2 said.
Before the enrollment vote, a motion was made to put out page 15, Draft 3.1. A roll call followed. Senator Norris voted yes; Senator Bolesky was recorded absent; Senator Berube voted yes; Senator Matos was recorded absent; and Senator Hashim voted yes. The tally on the enrollment call was three yes votes and two absences, and the committee proceeded with enrollment of the draft.
