The Mono County Board of Supervisors on Feb. 11 approved a package of financial and administrative items and gave staff direction on remote‑work policy. Key actions included board approval of midyear budget adjustments, purchases of heavy equipment, personnel contract approvals and acceptance of several contracts. The board also directed staff to prepare a permanent moratorium on full‑time out‑of‑state remote work and to return with an implementation plan after consulting bargaining units and HR.
Budget and finance: The board approved midyear budget adjustments that increase fiscal‑year 2024–25 appropriations and use contingency for specific items. County staff said the FY24–25 amendments included increased appropriations to reflect VLF revenues received in October 2024 and other departmental adjustments; the fiscal update showed a request to use contingency of $372,005 and left contingency of about $242,782.
Procurement and fleet: Public Works received Board authorization to purchase two 10‑wheel dump trucks; staff said the immediate FY impact for 2024–25 is $440,000 (20 percent down payments) and that the department anticipates long‑term savings on maintenance and haul costs. The Board also authorized acquisition of a mobile shredder and compactor for the Pumice Valley Landfill; staff said a county‑operated shredder will reduce yearly outside‑service costs (above $100,000 annually reported by staff) for wood and bulky debris, allow concrete crushing for road material reuse, and extend landfill life through better compaction.
Personnel and contracts: The Board confirmed several personnel actions that management had presented earlier in the month. That included reclassifying two probation lead positions into at‑will deputy chief probation officer roles and approving employment contracts and terms for county information‑technology and health‑and‑human‑services managers. The Board approved hiring Jason Housel as chief information security officer and authorized contracts for behavioral‑health program managers and a chief fiscal officer (all personnel items were presented as employment contracts and approved by roll call or voice votes as recorded).
Remote‑work policy direction: After an extended review, the Board directed county staff to prepare a resolution creating a permanent moratorium on full‑time out‑of‑state remote work for county positions, with exceptions to be considered only by board approval and an implementation plan that includes a timeline for transition. Staff was asked to consult with HR, county counsel and bargaining units and return with proposed language and an operational timeline; supervisors signaled they favor allowing existing employees currently working out‑of‑state to transition under a time‑limited process rather than an immediate return demand, and they asked staff to propose specific transition windows.
Next steps: Staff will bring back implementing resolutions, draft policy language, procurement documents and the remote‑work implementation plan for Board consideration at future meetings.
