Mono County approves $1.23 million bridge‑housing grant, backs regional housing study and adopts county housing work plan

The Mono County Board of Supervisors on Feb. 11 approved a contract to accept and administer the Behavioral Health Bridge Housing grant — roughly $1.23 million — and authorized the county administrative officer to sign the grant agreement. County staff said the funds, which must be spent by June 30, 2027, will pay for motel vouchers and short‑term rental assistance, staffing for a housing coordinator, and a capital improvement allocation intended for possible facility upgrades. Supervisors and staff repeatedly emphasized that any capital projects would need separate board approval before construction.
County Housing Opportunities Manager Tyrone Grandstand presented a separate memorandum of understanding (MOU) to jointly commission a regional housing study with the town of Mammoth Lakes, the city of Bishop and Inyo County. The board approved the MOU; Mono County’s share of the consultant contract is about 16% of each invoice, estimated at roughly $32,000. Grandstand said most data collection would finish by June and the study would be complete by October 2025.
After a staff presentation, the Board adopted a housing work plan that tracks short‑ and long‑term actions: acquisition and preservation of rental housing, pursuit of funding opportunities, a master‑leasing strategy, and internal program coordination across departments. Staff said they will post the work plan and supporting materials on the county housing web page and provide monthly updates to the board. Several supervisors urged the county to coordinate with Eastern Sierra Community Housing and other local groups so intake, coordinated entry and tenant navigation would not be duplicated.
During discussion of the bridge housing grant, supervisors asked whether the county could fund a housing navigator position at Eastern Sierra Community Housing; staff said they would follow up and explore collaboration and funding. Supervisors also asked staff to seek coordination with managed‑care plans and to time investments so short‑term rent assistance, motel vouchers and master leases connect to the affordable units that will come online in Mammoth Lakes this spring.
