Mono County awards jail construction contract, denies bid protest; public meeting set

On May 13, 2025, the Mono County Board of Supervisors adopted a resolution to conditionally award the construction contract for the Mono County Jail Project and denied a bid protest related to the procurement. The board approved the action by a 5–0 vote.

County staff reported the apparent low bid came in below prior county estimates. A county staff member who presented the item said the bid-tabulation process followed the same spreadsheet method used by the Board of State and Community Corrections (BSCC) and that the BSCC reviewed and accepted the county’s procurement approach.

Staff told the board the resolution and funding path will allow the construction timeline to proceed: final approvals would allow the project to enter the July meeting cycle and for construction to begin in August. Staff also reminded the public that the county will hold a community meeting about the jail project at 5 p.m. June 18 at Bridgeport Memorial Hall.

The board’s roll-call vote was recorded as five yeses and zero noes; staff noted the denial of the bid protest and authorized moving forward with the recommended resolution. No additional conditions beyond those in the staff report were added during the meeting.

The action was item 7B on the agenda; the county clerk executed the roll-call vote and staff confirmed the project remains subject to further budget and administrative actions already described in prior staff materials.
