The Senate draft of H.480 includes a cardiac emergency response plan provision and an athletics‑specific emergency‑action requirement that the House did not include, Legislative Council told the House Education Committee on May 14.
Beth St. James said the Senate added language requiring schools with organized athletic programs to have an athletic emergency action plan ‘‘that is consistent with the action plan established by Vermont Principals Association’’ where applicable, and that the broader cardiac emergency response requirements would need to be in place for the 2026–27 school year.
St. James said the athletics language appears intended to track existing principals association policies for sports and that advocates and the Vermont Athletic Trainers Association were involved in drafting or supporting those changes. Committee members noted the House had previously declined to include this specific cardiac/athletics language and said they expected testimony from stakeholders before making a final determination.
No committee vote was taken; members discussed options including concurrence, a conference committee, or returning an amended bill to the Senate after further testimony.
