Lane County surrenders 11 road segments to City of Eugene; board approves order 5-0

After a public hearing, the Lane County Board of County Commissioners on Tuesday approved an order surrendering jurisdiction of eight county roads and three county-maintained road segments inside Eugene to the City of Eugene.
County surveyor Jay Belome presented the packet of streets the city requested under City Resolution 5435 (dated Feb. 24, 2025) and explained that the segments are all within Eugene city limits and together total approximately 3.82 miles of right of way. Belome described each segment, including portions of South Willamette Street, Hunsaker Lane/Beaver Street, Maxwell Road, Howard Avenue, North Park Avenue, River Loop 1 and River Loop 2, and three Wilkes Drive frontage segments that the county has maintained for decades.
The transfer formalizes roadway operations and maintenance responsibilities that staff said the county and city have been negotiating. Belome told the board that Wilkes Drive and its frontage roads had been maintained by the county since the 1970s but that no formal establishment order for those segments was found in county records; the city requested the transfer to clear up jurisdiction and maintenance responsibilities.
Commissioners discussed the history and complexity of in‑city county roads. Commissioner Christopher Farr said turning these segments over to the city “is the appropriate thing to do at this point in time,” and Commissioner Buck urged continuing the cooperative work so more in‑city road miles are transferred.
Vice Chair moved the order and Commissioner Buck seconded; the board voted 5‑0 to approve order 25051307 surrendering the listed segments to the City of Eugene.
