Lane County updates community benefits bidding rules, adds worker protections and compliance steps

Lane County procurement and capital planning staff on Tuesday described revisions and new enforcement steps for the county’s Community Benefits Bidding (CBB) program, saying the program will soon include contract language to allow the county to contact workers directly and formal procedures to verify living wages and benefits on covered projects.
Sean Humble, procurement manager, told the Lane County Board of Commissioners that the CBB program was established by the board in October 2020 to require, on certain projects, that workers receive a living wage, employer-paid family health insurance and that contractors maintain a registered apprenticeship program with the Oregon Bureau of Labor and Industries. Humble described procedural rules for prequalification, bidding and monitoring.
