On-site supportive-housing worker urges Lane County review of Commons on MLK management and funding

A speaker who worked briefly as an on-site supervisor at the Commons on MLK urged the Lane County Board of Commissioners to pause action on a consent-calendar item related to the Trillium Health Plan and the Homes for Good "housing-first" project and requested closer review of property management and use of funding.

Stacy Yates Pilato said she took a supervisory position in February, expecting 24-hour on-site supportive services for medically fragile residents as described on Homes for Good and Lane County materials. She reported shortfalls in property management and on-site processes, alleged noncompliance with Homes for Good policies, and described encountering trash and drug paraphernalia in the first week on-site. Pilato asked the board to "pause and investigate before approving the third item in your consent calendar" and to check the amount of rental assistance dollars and landlord mitigation funds directed to the project.

Pilato said she had raised concerns internally with Housing and Human Services staff and asked commissioners to confirm oversight and funding use. Commissioners did not vote on the consent item during the public-comment period; the chair subsequently moved some consent items to the afternoon. No formal board action or change in funding was taken in response to Pilato's remarks at Tuesday's meeting.

The speaker requested staff follow up and for commissioners to scrutinize the contract administration and the alignment between site management and the wraparound services promised to residents. County staff present acknowledged ongoing oversight responsibilities and said procurement and contract compliance questions are handled through the appropriate departments and partners.
