Lane County commissioners review 21 board assignments, agree to consolidate and schedule follow-ups

The Lane County Board of Commissioners spent a substantial portion of its April 22 meeting reviewing 21 board assignments and directing staff on which items to close, which to keep open and how to consolidate related work.

County staff presented the assignments list and noted some items have been completed or scheduled; commissioners agreed to remove items that staff marked complete unless a commissioner asked to keep them active. The board approved a process of placing staff-identified completed items in a review block for quick concurrence and removal.

Commissioner Treager urged the board to keep an ongoing effort on committee structure and equity work open. He said the county has reconstituted an Equity Program Advisory Board and staff are working on related items such as the universal application. “This is still an ongoing body of work,” he said, and recommended keeping the assignment open until the work is embedded in the strategic plan or a final report is returned later in the year.

County counsel told commissioners a small work group from counsel and staff is consolidating procedures and safety-related documents into a single package for board consideration. Counsel described the effort as a review of rules of procedure, charter ordinance, administrative manuals and a board safety document, and said the group plans to return with a consolidated set of recommendations. Counsel also said the package will address behavioral safety and access protocols.

Other assignment updates and scheduling confirmed during the review included:

- A report on Local Access Roads (LARs), including LARs inside the urban growth boundary, scheduled to return to the board on April 29. - A work session on land verification/property line adjustments scheduled for June 10. - Land Management Division goals and actions (following the barriers to affordable housing report) returned in two work sessions in Q1 2025 and marked complete. - A community benefits bidding (CBB) report scheduled for April 29; county staff will consider that item closed after the presentation unless further direction is given. - Strategic plan public open houses and a projected final plan adoption on the board’s June 24 agenda; staff will host virtual and in-person open houses in mid to late May. - The county proposed budget for 2025–26 is being finalized and will be posted and provided to the budget committee in coming days.

Commissioners also discussed items that remain ongoing or low-priority for legal staff, including a legal review of documentation around ownership of the Lane County Historical Museum collection and property-asset remediation questions related to prior foreclosure cases; counsel said some matters are tied to pending or anticipated state legislation and therefore may be out of county control.

The board directed staff to return the consolidated safety and procedure recommendations as a single package and to present scheduled reports on the dates noted; commissioners indicated they would reconvene the assignments list in future meetings to confirm closures and next steps.
