PHB seeks public input on strategic plan; HUD delay holds up Point-in-Time release

Lane County staff updated the Poverty & Homelessness Board on April 21 about outreach and timeline for the draft PHB strategic plan and said the federal government has postponed the usual submission window for the annual Point-in-Time (PIT) count, delaying public release of that data.
Kate Budd and James (county staff) summarized the strategic planning process and invited PHB members and the wider community to prioritize action steps. Staff will host a public prioritization event at the Wheeler Pavilion on April 23 and will keep a survey open through May 1 for stakeholders unable to attend. Budd said the plan has been streamlined since earlier drafts and staff will bring prioritized action plans to the executive committee in May and then aim for a PHB approval by mid-summer, with a Board of County Commissioners review in the fall.
On the PIT count and HUD reporting, staff explained that HUD has not opened the submission portal in the usual cadence for the PIT and housing inventory, and that Lane County is waiting for HUD guidance. County staff said HUD indicated it would provide a six-week window for communities to submit once the portal reopens; until that happens the county is not releasing local PIT figures to the public to avoid later discrepancies between public numbers and what is supplied to HUD.
Staff also said the System Performance Measures submission recently opened and that the report was submitted on the new cadence; the PIT submission remains pending. Board members were encouraged to review the draft plan and provide feedback; staff offered to meet individually with board members or community partners to incorporate comments.
Why it matters: The strategic plan will guide PHB priorities and implementation steps; the PIT and housing inventory data inform planning and federal reporting. Delays in HUD’s submission window affect when communities can publish and act on PIT results.
