The Morrow County Board of Commissioners voted to adopt a replacement public employees’ retirement system resolution after legal review flagged confusing language in an earlier version.
Lindsay (county staff) reported that the board had previously approved Resolution R2025‑02 on April 2. After PERS reviewed the county’s signed resolution, the PERS legal team recommended clearer language because the county already is a PERS employer and the prior text could be read as confusing about coverage expansions. County counsel advised rescinding the earlier resolution and adopting a revised version.
A commissioner moved to adopt "resolution 2025‑04, which replaces and nullifies resolution 2025‑02 to incorporate the edits requested by PERS legal team." The motion was seconded, commissioners voted "Aye," and the motion carried.
Why it matters: adopting the corrected language ensured that the county’s intent about expanding coverage to additional groups (as described in attachments from PERS) is accurately reflected and avoids downstream confusion in PERS processing.
The board recorded the replacement resolution in the minutes; staff said the PERS legal team's suggested language was attached to the new resolution.
