Staff argued the trip would expose county planning staff to emerging industrial wastewater technologies relevant to local nitrate groundwater concerns and port‑area industry planning.
One commissioner voiced support, noting value in seeing international models. When a motion to approve the travel was made, there was no second and the motion failed; staff did not receive authorization to send the planning director. Staff said they do not expect to set a precedent for routine out‑of‑state travel and will continue to seek training opportunities.
The board took no further action on the request.
