Commissioners approve CAFA grant funding resolution for treasurer and appeals budget

The Morrow County Board of Commissioners adopted a resolution to fund parts of the treasurer’s and property valuation appeals budgets tied to the CAFA grant program and authorized submission of the grant application.

A county official and the treasurer’s office explained the County Appraisal and Taxation Administration (CAFA) grant helps fund elements of the treasurer’s and Property Valuation Appeals Board (PVAB) work. Staff told the board the statewide CAFA fund — supplied in part by delinquent tax interest and a $9 recording fee — has shrunk in recent years, leaving less available reimbursement. "The fund itself has dropped," staff said, and noted recent annual CAFA reimbursements to the county have ranged in the tens of thousands of dollars.

The grant application deadline was immediate; the board moved to adopt and sign resolution number R2025‑03 (Kappa grant) to allow staff to submit the application. A commissioner moved, a second was recorded and the motion carried. Staff said the resolution may be revised if proposed budget numbers change during county budget season.

Why it matters: CAFA reimbursements cover part of the treasurer and appeals staff costs and help maintain PVAB operations. Staff told the board the county has relied on CAFA for roughly 10% of that part of the budget in recent years and that reduced statewide receipts and a fixed recording fee have limited the fund’s purchasing power.

The board approved the resolution and directed staff to forward the signed documents so the county could submit the grant application on time.
