Board authorizes recording of memorandum to memorialize ground lease for Mountain View development

The Deschutes County Board of Commissioners approved recording a two-page memorandum to be placed on the title for property tied to the Mountain View Community Development ground lease.

Christy Bollinger of Deschutes County Property Management told the board the memorandum is a “technical” record-keeping step intended to memorialize a 65-year ground lease the board approved April 21 and to reduce recording costs by recording a short memorandum instead of the full 20-plus page lease. “The really only need for that is to basically to memorialize the lease, and it's a lot less expensive to record a 2 page document versus a 20 plus page lease,” Bollinger said.

Commissioners discussed whether some units in the Mountain View project might be set aside for veterans; Commissioner Chang said she had asked project representatives about reserving units for veterans. A motion was made to approve Document No. 2025-391, a memorandum of ground lease with Mountain View Community Development to record in the official records of Deschutes County; the motion was seconded and the board voted in favor with a majority supporting the recording.

The memorandum will be filed in the county’s official records to reflect the ground lease terms without necessitating recording the full lease document.

County staff did not provide additional changes to the lease terms at the meeting; Bollinger said she was available to answer questions and that the memorandum was a standard administrative step.
