Gail Henriksen, community development director, told the board the work began after Oregon's 2023 House Bill 3197 and that staff and the planning commission have audited the county's zoning code for housing-related development standards. Henriksen said the planning commission held a formal hearing on March 11 and recommended approval; the Department of Land Conservation and Development provided comments that staff incorporated into the draft before tonight's first reading.
The board opened the public hearing and asked whether any members of the public were signed up to testify remotely or in person; none were registered. The board then voted to continue the hearing to May 14, 2025, and to conduct the second reading at that meeting.
No additional public testimony was taken on the record during the meeting; staff will publish the revised draft and receive any further comments ahead of the May 14 continuation.
