Board approves solid-waste franchise with Waste Management of Oregon to expand rural recycling and collection

The Clatsop County Board of Commissioners voted to approve a solid-waste franchise agreement with Waste Management of Oregon, authorizing the county manager to sign the contract.
Dave Huber, public sector manager for Waste Management (WM), told the board WM has served parts of Clatsop County for more than 25 years and provides weekly garbage collection and every-other-week recycling to residential customers in the rural area. Huber said residential route trucks haul county waste to the Forest Grove or St. Helens transfer stations depending on the route; recycling material is taken to a processing facility in Hillsboro. "We provide weekly garbage collection and every other week recycling for our residential customers," Huber said.
Nick Reese, WM operations manager for the routes, reported rising participation in the new rural recycling route. "When we first started the recycling program out there, the participation rates of the residents was approximately 50%. It's already gone up 30% up to 80," Reese said.
Vice Chair Banks and other commissioners thanked WM and county counsel for negotiating terms intended to extend recycling access countywide, and Banks called the agreement a final step toward providing recycling to rural constituents. Commissioner Thompson made the motion to approve the franchise and direct the county manager to sign; the vote carried with all commissioners present voting in favor.
The agreement covers collection, recycling and commercial/drop-box services in the designated rural service area. No rate changes for customers were described at the meeting; WM and county staff said the company will continue operating the service under the franchise terms and county oversight.
