Troy committee recommends joining Meta Solutions cooperative for LED upgrades; requests emergency legislation

The Community Partnerships Committee on May 12 recommended that the City Council authorize the city to participate in the Meta Solutions Purchasing Cooperative and authorize the director of public service and safety to execute related documents; committee members asked that the council consider the matter as emergency legislation.

Charlotte Collie, an interim staff member covering for Patrick, presented the item and said, “what we're asking for is, we would like to be able to have the city of Troy participate in the meta purchasing cooperative so that we can move forward with an LED lighting upgrade project at City Hall and our maintenance facility, utilizing this cooperative.” She told the committee that bids would be handled per Ohio Revised Code procurement guidelines and that the law director had reviewed the cooperative participation and “feels that this is appropriate.”

Collie said the cooperative can provide preferred pricing for the services needed and that the initial year’s participation fee has been waived; if the city stays in the cooperative in future years there is a fee, but the city can opt out if it chooses. Committee members asked no further substantive questions and the panel agreed to move forward and to request emergency consideration for the legislation enabling participation and related document execution.

The committee’s action was a recommendation to City Council; the transcript records no formal roll-call vote at committee level. The discussion centered on procurement convenience, potential cost savings through cooperative purchasing, and the request for emergency legislation so the LED upgrade project could proceed on an accelerated timeline.
