The City Council unanimously authorized a sole‑source contract with CivicPlus to perform a comprehensive recodification of Peoria’s municipal code.
Corporation Counsel John Hayes described the project as a comprehensive legal and editorial review the city has not done since 1993. He said CivicPlus (formerly known as Municode) is the firm that currently hosts and maintains the city’s code online and that the vendor will provide a team to review ordinances, flag inconsistencies, and draft legal memoranda with suggested changes. Hayes said nothing in the code will change unless the council approves recommended edits.
Hayes recommended the contract as a sole source because CivicPlus already maintains Peoria’s online code and has the vendor‑specific knowledge and a national reputation for such work. The quoted cost in the council packet was $41,196, to be paid from the legal department budget across this year and the next as the contract work proceeds over roughly 12–18 months.
Council member Cyr moved approval; council member Gordon Young seconded. The motion passed unanimously.
Why it matters: A comprehensive recodification addresses outdated references, uncodified amendments and formatting issues across the city code, and produces a consistent draft for council consideration.
What happens next: CivicPlus will begin assembling a project team and staff will work with the vendor and council to review proposed edits; any ordinance changes would return to council for adoption.
