SAISD discusses returning Head Start services to district campuses in partnership with regional COG

San Angelo ISD administrators outlined a proposed partnership with the regional council of governments (COG) to provide Head Start and early Head Start services on district campuses beginning in the 2026–27 school year.
Administrators said the COG currently serves about 410 children with roughly 100 employees and that some of the facilities currently used—such as Rio Vista and San Jacinto exterior buildings—are in better condition than other older sites. Under the proposed partnership, COG would remain the federal delegate for the Head Start grant while SAISD would host services on district campuses. Administrators said West Texas Rehabilitation Services could provide reimbursable services on district campuses and that alignment would enable shared professional development and curriculum coordination between Head Start staff and SAISD pre-K teachers.
Financial modeling presented by administrators estimated an initial ability to collect approximately $750,000 in ADA funding through pre-K 4 in the 2025–26 school year, with an additional roughly $750,000 if certified teachers are placed in pre-K 3 classrooms in year two. Administrators said they are coordinating with the Texas Education Agency to align ADA funding and teacher certification requirements and that the COG is updating its grant application accordingly.
Administrators noted that the COG had separated from the district in 2019 and that the proposal under discussion is a partnership—not a delegation change. The board heard questions about classroom readiness and parent materials; administrators said district registration and family resources are available on the SAISD website and in English and Spanish.
