County approves Millersville EMS renovations, MOU contingency and state training supplement payments

Staff explained the Millersville facility has two sleeping quarters that do not meet egress requirements. An architect’s design fee of roughly $13,200 is already estimated; the total renovation was budgeted at up to $50,000 to cover architect fees and construction to add required egress and other upgrades. The commission conditioned the payment on an approved MOU with the City of Millersville that clarifies notice periods and responsibilities; commissioners also compared that cost to prior expenditures on a temporary trailer used while the facility issue persisted.
Separately, commissioners approved acceptance of a $51,200 state training supplement for EMS and authorized county payroll to process the supplement and related employer taxes. Staff said the supplement itself is from the state and that county action was needed to flow the revenue and cover employer-side Social Security and Medicare payments.
Commissioners approved both items and asked staff to finalize the MOU and architect procurement steps for the Millersville renovation.
