Owasso board approves Emera Learning licenses, TeachTown training and summer speech services

The Owasso Public Schools Board of Education approved multiple teaching-and-learning contracts covering reading software, special-education training and speech services.

The board approved a contract with Emera Learning for Emera Learning Suite site licenses for the 2025–26 school year at a cost of $126,520. District staff described the contract as a replacement for Istation and said the product provides reading data and instructional resources that support the district’s K–5 reading work and state K–3 requirements.

The board also approved a quote with TeachTown for professional development in special education for the 2025–26 school year at a cost of $800. District staff said the training supports instructional needs within the special‑education department.

In addition, the board approved a contract with Shelby Staveley Caruso (contractor) to provide speech-language pathology services for the district’s extended‑school‑year (ESY) needs. During the meeting there was confusion about which summer session the contract covered; the motion was clarified and recorded to include ESY services across the June session and the 2025–26 school year as appropriate under ESY scheduling. The contract cost was listed in the agenda attachment and discussed as “outlined in the attachment”; the transcript does not include an explicit dollar amount for the speech services line item.

All three items were moved and approved on roll-call votes. The board authorized the superintendent or designee to execute the contracts.
