FEMA remap stalls development at Higgins Road corner; village to review beautification options if Scooter’s Coffee withdraws

Planning staff told the Planning, Building and Zoning Committee on May 12 that engineers have submitted updated floodplain mapping to FEMA for review, and the village expects a response in a matter of months that could significantly affect development at the Higgins Road gateway, including a proposed Scooter’s Coffee.
Staff said the remapping may render much of the corner area within the floodplain, making new construction expensive or infeasible under current rules. Staff explained that while landscaping and non‑grade‑changing improvements may still be possible in a floodplain, any new buildings must meet current floodplain rules and could require costly mitigation.
Trustees asked whether the village could intervene with improvements if developers withdraw. Planning staff said options could include limited TIF funds for aesthetic improvements if development is abandoned, but final decisions await FEMA’s finalized map. Staff said the engineering work is already submitted and the village expects a response from FEMA in a few months.
