Staff said HUD has flagged the village’s existing coronavirus‑related project for slow spending and requires funds be spent in a timely way or reprogrammed. The committee voted to move the remaining CV funds to a Clearbrook project to ensure the money is spent and the village remains in compliance with HUD requirements.
Staff explained the Clearbrook HVAC project exceeds the $44,000 allocation and the reallocated funds would be applied to that eligible project. Officials said the CV funding stream is not expected to be available again and that this action concerns one remaining CV project only; the village’s ongoing single‑family rehabilitation program (standard CDBG) remains active and separate.
Trustee Mills asked whether Northwest Housing Partnership would be used in the future; staff said this reallocation ends the specific rental/utility COVID assistance project that tied to CV funds, not the regular CDBG programs for single‑family rehabilitation.
The committee approved the agreement changes by roll call.
