To avoid stopping the project, staff proposed shifting local capital to pay the charge so work could continue without a federal-procurement review that would delay the job.
Commissioners debated project scope and public benefit. One commissioner asked whether the county was improving private property or performing stormwater work that protects county roads; county engineers and staff said the work is stormwater-related and intended to mitigate runoff that affects the public right of way. Staff described the project as phase 1 of a multi-phase system with later phases estimated to cost substantially more; the immediate change order is for the upstream work to make downstream repairs effective.
The motion to reallocate $50,003.25 to local capital passed after discussion. Staff said the reallocation uses local funds so the county’s payment is not subject to federal procurement restrictions and the project can proceed.
