Ogden City water officials reported an increase in customer calls about discolored water after the canyon pipeline replacement project was placed into service on May 9. City staff told the council and public that the new pipeline restored flow from the Eden wells and that the change in flow patterns and higher velocities disturbed mineral and tuberculation deposits in older distribution mains, producing brown or cloudy water in parts of the system.
Brady, water operations staff, said the discoloration was most prevalent on the north and northeast side of the city where distribution mains include older ductile or cast‑iron pipe and so‑called "dead‑end" lines (cul‑de‑sac or low‑flow branches). He said the city has been conducting additional testing (sulfate, magnesium, conductivity, total dissolved solids, dissolved oxygen, hardness, turbidity, color, alkalinity, iron, pH), routine microbiology and targeted samples for chlorine residual and coliform. Brady and Russ, the treatment plant supervisor, said the results from the investigative sampling indicate the water meets consumable parameters and that routine lead sampling and the city's lead‑service inventory show Ogden's system is classified as non‑lead.
City crews conducted proactive flushing of hydrants and valves; Brady said crews flushed the affected areas daily and responded to roughly 100 resident calls during one weekend when the issue was most acute. Staff recommended residents open cold interior faucets (not hot) and run water until it clears, to avoid drawing sediment into household hot water heaters, and told residents to contact the city's non‑emergency dispatch line (24/7) to report discolored water and specific locations so crews can respond.
Officials said the discoloration is a distribution‑system phenomenon (post‑treatment) caused by deposits sloughing from aging mains rather than a change in treated source water chemistry. Staff described capital projects already planned or under design for the area — including a 1200 North project and Canfield/Lockwood replacement in 2026 — and said pipe replacement work in the master plan remains the long‑term solution. The city also said it had engaged an engineering consultant to plan a more strategic approach to replacements and to prioritize problem areas.
City leaders acknowledged the issue causes distress for residents and emphasized they are taking immediate and longer‑term steps: 24/7 on‑call crews for flushing and sampling, additional investigative laboratory work (including total organic carbon where appropriate), and an infrastructure rollout that schedules prioritized pipe replacements in coming years.
Why it matters: Discolored water can be alarming and burdensome for households; it also signals the broader challenge many older West‑U.S. municipal systems face when major distribution operations change flow patterns. City staff said test results have not shown microbiological contamination from the event and that the immediate public‑health priority is to respond to customer reports, ensure timely testing and prioritize capital replacements to reduce future occurrences.
