Buckley said the rewrite incorporates recent changes to state Chapter 262 of the administrative code and federal law, clarifies day‑to‑day supervisory policies and adds an inclement‑weather policy that sets expectations during snow emergencies.
Mayor Ben Kessler and city staff said the updated manual is intended to be consistent with the city code and that the mayor and city auditor will sign the final document as required by municipal code. Staff emphasized the manual is a reference for employees and supervisors and that council retains oversight if an implementation question arises.
Council did not take formal legislative action at the meeting; staff said they will circulate the final signed manual and remain available to answer council questions.
