Commission allows simplified porch on 1229 Burlington Street through guideline exception

The Iowa City Historic Preservation Commission approved a certificate of appropriateness for a front porch at 1229 Burlington Street using an exception to allow a simplified porch design that responds to prior, nonhistoric alterations on the house.

Parker Walsh, associate planner, told the commission the property is a contributing structure in the College Hill Conservation District and that staff would not support a modern deck; instead staff recommended adding a porch with a roof that aligns to the house’s eave. Because the house already has synthetic siding, altered windows and other changes, staff recommended a simpler porch rather than a full, highly detailed Victorian reconstruction.

The approved design includes stone-wrapped piers matching the existing foundation, lattice skirting between piers, squared balusters that meet size requirements, and a hipped porch roof set beneath the main eave. Staff will require painted, primed wood elements for visible trim; the applicant will use cedar wraps over posts to present a finished 6x6 column appearance. The porch floor will be vertical-grained fir or a staff-approved substitute for durability.

Commissioners discussed the trade-off between historical accuracy and practicality; several said a porch is preferable to a modern deck and that a simplified but well-constructed porch can be a first step toward further restoration. Commissioner Preferred moved to approve the certificate through an exception to the guidelines; Tholman seconded and the motion carried.

Staff will verify materials and construction details during permit review to ensure compliance with the conditions of approval.
