The Pennington County Planning Commission on May 12 approved a series of comprehensive plan amendments and rezonings across the county that staff said are consistent with surrounding land uses and infrastructure.
Key approvals
- COCA25-0003 and CORZ25-0005: The commission approved a comprehensive plan amendment and rezone for a 1.008‑acre portion of property at 14630 Country Road from rural residential to low‑density residential. The applicants are Oliver and Shirley Painter; Lonnie Painter is listed as the applicants’ agent and PK Land Surveying prepared the plat.
- COCA25-0004 and CORZ25-0006: The commission approved a comprehensive plan amendment and rezone to change roughly 43–39.57 acres (split across county lines) for a project labeled Sagebrush Tract 1 and 2, with applicants listed as Todd and Laurie Hanson, Sagebrush LLC; Anderson Engineers is the surveyor/engineer. Staff noted the applicants have applied for a lot size variance for portions under 3 acres; that variance will be heard by the Board of Adjustment on May 19.
- COCA25-0005 and CORZ25-0004: The commission approved a comp‑plan amendment and rezone for a site within Rapid City’s three‑mile planning jurisdiction. Planner Megan Talmadge said the parcels are in harmony with surrounding infrastructure and future land uses; staff recommended approval.
Other routine items
The commission also approved Conditional Use Permit COCU25‑0008 for an accessory dwelling unit in Silver City; planning staff noted the existing historic structure will be removed and donated to a local historical society and replaced on the existing foundation with an accessory dwelling as allowed under county rules.
Staff analysis and process notes
Planning staff reported interdepartmental review produced no objections on most proposals and noted infrastructure considerations such as private access easements, private wastewater and water service, and in some cases split jurisdictional acreage that crosses into Custer County or lies within Box Elder’s three‑mile planning area. Several applications included proposed private access easements of 66 feet with a 20‑foot paved or gravel surface. In one case, staff had previously approved a layout plan with conditions and applicants are pursuing a variance concurrently to proceed with subdivision and lot adjustments.
Votes and next steps
Each item was moved, seconded and approved by voice vote at the meeting and will be forwarded as recommendations to the Pennington County Board of Commissioners, which will make final determinations on the comprehensive plan amendments and rezonings at its May 19 meeting.
