Human rights grant recipients report on services; commission sets grant-review schedule

Commissioners thanked grantees for including photos in their reports and highlighted Open Heartland’s note that the organization closed for much of January and February because of fear in the immigrant community tied to the current political climate and threats of deportation.
The commission reviewed the list of 13 organizations that applied for fiscal year 2025 grants and confirmed the conflict-of-interest process: commissioners should inform staff privately if they have conflicts and those commissioners will be exempted from evaluating those specific applications. Staff said city attorneys advised that routine volunteer or past associations do not automatically create disqualifying financial conflicts unless a commissioner cannot be impartial.
Commissioners agreed to hold grant-review scoring and discussion the week of May 12 and, after checking availability, scheduled a review meeting for Tuesday, May 13, at the usual meeting location with remote access. Staff said reviewers will be able to see each other’s comments in the application review portal and that staff can provide printed copies on request. Commissioners set an internal deadline for completing scoring before the May 13 meeting (review submissions due May 10) so commissioners can view scores and comments ahead of the panel discussion.
Less urgent details: staff described the online application review system, listed the information the office can provide (amounts previously awarded, city funding status), and said a spreadsheet with applicant details will be available to commissioners.
