Iowa City library board names Anne Mangano interim director, approves 10% pay bump and extra week off

The Iowa City Library Board of Trustees on a unanimous vote appointed library staff member Anne Mangano as interim director effective the day after current Director Ellsworth’s resignation (May 20) and approved temporary compensation and leave for the assignment.
The board approved paying Mangano 10% above her current salary for the duration of the interim assignment and awarding an additional week of vacation upon completion of the interim role. Board members also agreed that after the interim period Mangano’s pay will revert to her prior salary plus any across-the-board increases she would have received while serving as interim.
Board President (elect) Robin, trustees Joseph and Bonnie and others framed the vote as a short-term measure to preserve continuity while a separate search for a new director proceeds. “Thank you very much, Anne, for going in,” a board member said after the vote. Staff said they will manage Mangano’s current workload with limited backfill, reassignments and by pausing some projects.
The board also assembled a search working group to handle the director recruitment. Trustees Robin (chair), Joseph and Bonnie, staff representatives (one from management and one non-management), Melody A. Dworak (collection services librarian) and Andrew were named to the group. The city attorney advised that communications from the working group to the full board be written to avoid the appearance that the board is conducting a discrete, private search.
The board discussed short-term expectations for the interim director: overseeing the transition between fiscal years, supporting final steps on the consultant-managed strategic plan or pausing elements of it for the incoming director, and introducing the interim director to external stakeholders. Staff said a draft press release announcing the interim appointment was ready to publish, and the interim director will be invited to stakeholder meetings and county/state library gatherings to signal continuity.
The board did not set a firm end date for the interim appointment; members said Mangano will serve from the day after Ellsworth’s resignation until a new director is selected. The board directed the working group to present finalists to the full board when ready.
The vote and transition plan were recorded as formal board action.
