Sioux City Council on April 25 approved a package of items that included an annexation, zoning classification, amended urban renewal plans and a series of consent‑agenda contracts and payments.
On land use, the council accepted a petition to annex property at 2276 Allison Avenue and adopted an ordinance placing the newly annexed territory in the G‑I (general industrial) zoning classification. The planning and zoning commission recommended approval; the council opened and closed the public hearing and approved the measure by unanimous roll call.
The council also adopted amended and restated urban renewal plans for multiple project areas, including the Teton Urban Renewal Project area, the combined Central Sioux City CBD Urban Renewal Area, the amended Donner Park urban renewal project area, and the combined Lloyd River urban renewal project area. Each hearing opened, received no public comment, and passed by a 4‑0 vote.
Financial and administrative actions approved included a resolution declaring official intent to issue debt to reimburse the city for certain original expenditures, a resolution approving advances for repayment of the city's urban renewal tax increment revenue bonds and directing filing of required certification, and the approval of plans and specifications for the Fairmont Street water main replacement project and the city facilities asphalt overlay project. The consent agenda also included agreements and contract awards: a mutual aid agreement with the Secretary of the Air Force for fire protection services with the 185th Air Refueling Wing; approval of a property management agreement amendment for the F3 Marina at Larson Park Road; a service provider agreement award to Green Gas Services for carbon media replacement at the wastewater plant; a predesign agreement with Iowa DOT for the Gordon Drive viaduct reconstruction project; a first amendment to a site lease agreement with ImOn Communications for communications equipment near 4647 Stone Avenue; amendments to consulting agreements with JEO Consulting for water main replacement and an award to KP Construction for Big Sioux River Gate 4 repair; award to Lane Christensen for a well pump and motor replacement; and a consulting agreement with Walker Consultants for Discovery parking ramp repairs. The council also authorized payments to contractors, approved fund transfers for March, amended purchase orders for ambulances, and approved a purchase for a mobile bus platform for transit.
