Sioux City awards bridge overlay contract with 100‑day open requirement, staff to notify nearby businesses and residents

Sioux City on April 25 approved a contract with Kramer and Associates to perform a bridge overlay project that includes a bid alternate requiring both bridges be fully open within 100 calendar days to qualify for a completion bonus.
The council’s vote followed a presentation from Gordon Farris, city engineer, who explained that the bid alternate closed both bridges simultaneously and that the contractor must reopen both bridges completely within 100 calendar days to receive the bonus. “Both bridges have to be open within a hundred calendar days in order for the bonus to be had,” Farris said.
Council members also discussed outreach to nearby businesses and residents. Mayor Robert E. Scott asked staff to keep area businesses updated as the project schedule becomes clearer. Farris said the city will hold another public meeting and will send notices to impacted businesses, specifically naming Cargill, Lechner and State Steel, and will attempt to notify residents of a nearby apartment complex by posting a bulletin in the building’s main foyer.
City staff described the overlay work as milling about 1.5 inches of concrete and placing roughly 1.75 inches of new material, with additional below‑bridge work that was not included in the 100‑day incentive. "We're gonna be sending out notices once again," Farris said when confirming the outreach plan. Council members emphasized the need to alert local businesses and residents about access and timing.
The council approved the resolution by unanimous vote. Council members Shaner, Scott, Waters and Moore recorded “aye” on the roll call.
The project is in the city’s consent agenda; staff said further public meetings and notices will precede major construction work so businesses and residents can direct questions to the city project contacts.
