The Waterloo City Council approved a preliminary plat and zoning ordinance for Baltimore Field Second Edition, an 18-lot residential subdivision located between Hawthorne Avenue and Eureka Street.
Kevin Fittrow of Panther Builders told the council the company intended to start site work in May and build houses after securing workforce housing tax credits. “We’re looking to have crews in there in May, June,” Fittrow said. He added developers have three years to complete projects when tax credits are part of the financing.
Noel Anderson, community planning and development director, described the development as part of continued efforts to add housing supply; council members asked about timing and prior extensions of development agreements. Councilmembers debated whether the city should use public funds for site work or rely on private developers. One councilmember urged using ARPA and other city resources to accelerate infrastructure for sites held by developers.
The resolution to approve the preliminary plat and related zoning measure passed by roll call (Bozen: no; Nichols: yes; Creighton Smith: yes; Chiles: yes; Simon: no; Wilder: yes; Foyce: yes). The council also approved the ordinance amending the zoning map to allow the planned residential district.
What happens next: Panther Builders said it planned to begin work in May; the city will continue to process permits and finalize any development-agreement details required for construction financing.
