Travel approvals included multiple conference and training trips the committee authorized as not to exceed amounts: Detective Bryce Lippert and Officer Jared Jolly to a storm control tactics instructor course (amount not to exceed $2,198); Bree Boss for a lifeguard instructor course in Waverly, Iowa (amount not to exceed $300); Bill Beck, fire chief, to the National Security Seminar at the Army War College in Carlisle, Pennsylvania (amount not to exceed $613); Sheila Stefan, public works coordinator, to the Iowa Municipal Professionals Academy in Ames (amount not to exceed $720); several public works and utilities staff to the 2025 IAWEA annual conference in Ottumwa (not to exceed $2,969); staff to the Iowa NAHRO 2025 annual conference in West Des Moines (not to exceed $3,889.46); and Mayor Quentin Hart to a USA Select meeting in Washington, D.C. (not to exceed $4,000). The committee voted to approve the travel requests by voice vote.
The committee also approved a refund request for property at 422 Hope Ave. for $87.73 for garbage collection charges billed in error. Finally, the committee received and filed bills for April 28 totaling $2,575,240.83 and for May 5 totaling $5,165,492.61 and voted to forward those bills to the full council.
Why it matters: Travel approvals allow staff and officials to attend training and conferences that the city says support operations; forwarding the bills to full council is the committee’s procedural step toward payment. The refund corrects a small billing error for a resident.
