Perkins acknowledges $320,000 EPA sewer grant, approves ACH payments and accepts water-tower easement

The Perkins City Commission formally acknowledged notice of award for a U.S. Environmental Protection Agency community grant (CG02F80501-0) totaling $320,000 for a sewer-line evaluation and replacement project and voted to accept a perpetual easement from the Iowa Tribe of Oklahoma for a water tower site.
City staff told commissioners that the EPA requires use of the ASAP platform for draw requests and that grant payments would be electronically deposited; the commission voted to allow the city to provide banking information and utilize the Automated Clearing House (ACH) and the ASAP system to receive and make grant-related payments. "One of the conditions of this award is that we utilize a system, a platform called ASAP, and that all requests for payment go through that, and then monies are electronically deposited into our bank account," Rachel said.
Separately, the commission accepted a perpetual easement of approximately 660 square feet from the Iowa Tribe of Oklahoma to allow construction and long-term access for a water tower that will be located near the tribes health center site; staff recommended accepting the easement to enable the related contract and start-up work. Motions to acknowledge the EPA award, to authorize ACH/ASAP banking, and to accept the perpetual easement passed unanimously.
