Board’s legislative liaison warns of state budget pressures, voucher expansion and local levy impacts

Basham said the legislature sent 244 bills to the governor, 43 of which affect education. "What we've been told that K through 12 is gonna get a 2% bump," he said, but he cautioned that after changes such as universal vouchers and additional charter funding the net effect could be closer to "1% or less" in practice. "So, basically, we are taking a cut next couple years because we're not gonna keep up with inflation," Basham told the board.
He flagged several items of interest: expanded voucher and charter funding; proposed sharing of transportation costs with charters and private schools beginning in 2028; restrictions on running referenda only during general election cycles starting in 2026; and a provision about listing school board candidates by party in some circumstances. Basham cited an estimated $740,000,000 in levy losses across school corporations as a number being discussed at the state level.
The briefing was informational; board members asked for continued updates. Basham said he will report back after his Region 10 meeting with the Indiana School Boards Association to provide more detail and clarify implementation timelines.
No board action was taken on legislative matters during the meeting.
