Council approves Fox Run Seventh addition with conditions; establishes second entrance at County Road K

The New Richmond City Council approved the preliminary and final plat for the Fox Run Seventh addition, a proposed subdivision of 38 single-family homes and 12 twin-home lots north of County Road K, during its meeting. The approval includes 21 conditions requiring infrastructure and pedestrian improvements and payment of park impact fees at time of building permits.
City planning staff said the addition, proposed by JPBLand, will establish a second entrance to the Fox Run subdivision off County Road K via Coyote Way and is guided by the future land use map for low-density residential. “Coyote Way will be extended directly to County Road K, which will provide the second access point, which will enhance traffic flow access for residents and emergency services,” said Amber, a city planning staff member.
The council and staff discussed pedestrian access and traffic calming. Staff recommended constructing a 5-foot-wide concrete sidewalk on the west side of Coyote Way that will eventually connect to the County Road K trail, for which the city received a grant and which is proposed to be constructed in 2027. Staff also recommended adding a second 5-foot sidewalk on the east side of Coyote Way, pedestrian crossing signage, pavement markings, curb ramps and a concrete island in the middle of Coyote Way to slow traffic.
No parkland is proposed to be dedicated with this plat; instead the applicant will pay park impact fees when building permits are sought, the staff memo said. The County Road K access was conditionally approved by the Saint Croix County Highway Department subject to six conditions listed in the staff memo. City staff and the planning commission recommended approval with 21 conditions.
Council members questioned how sidewalks in earlier phases of Fox Run would connect to the new sidewalks and noted that earlier phases did not always include sidewalks. One alderman said newer phases like this one are being required to include sidewalks.
The council moved and approved the staff recommendation to approve the preliminary and final plat with the 21 conditions as outlined in the packet. The council record shows the motion passed on a roll-call vote.
