The Lebanon City Council on Monday rejected a proposed fireworks-contract ordinance with the Lebanon Kiwanis Club and later approved a sole-source contract with Premier Pyrotechnics to provide a July 4, 2026 fireworks display.
Council bill 68-49, a proposed agreement with the Kiwanis Club for fireworks on July 4, 2026, failed on first reading after roll-call votes recorded "no" from councilors. Meeting audio recorded a string of "No" votes and the clerk announced council bill 68-49 failed.
City staff then presented an alternative: a sole-source contract with Premier Pyrotechnics of Richland, Missouri, for up to $30,000 to reserve the date. Staff said the arrangement would likely require a deposit of $15,000 to reserve the vendor for July 4, 2026. The purpose given was to secure a provider for America's semiquincentennial celebration.
Council approved the Premier Pyrotechnics contract on first and second readings. Roll-call votes on the final ordinance (council bill 68-50) were recorded in the affirmative by the councilors present; the clerk announced the bill became an ordinance on the second reading.
Councilors and staff noted the need to secure a vendor early because many providers will be booked for that holiday. The Kiwanis agreement failed and no further action on that item was taken.
Less critical details: staff described the Premier Pyrotechnics contract as a sole-source procurement and noted the deposit requirement and need to execute necessary documents to reserve the date.
