A staff speaker summarized prior drafts: earlier versions would have allowed one unlicensed vehicle in some circumstances but would have removed the term entirely; the amendment restores the prohibition while adding a codicil to limit enforcement to situations involving more than two unlicensed vehicles.
Councilors moved and seconded the amendment and carried it by roll call vote. On passage the ordinance was recorded as council bill 68-45 and, as announced at the meeting, became ordinance 07/1991.
