Council members and staff said Henry Clay has a retaining-wall and slope issues that require a professional structural evaluation. Alpha's proposal documented separate scopes and prices: the Henry Clay study was presented near $4,300 and a more complex Boundary Street proposal near $9,500, reflecting drainage, slope and subsurface complications discussed on site visits.
Council approved the smaller Henry Clay scope at $4,600 (funded from the streets/transportation line) after members emphasized the need for a professional report before any construction. Council member Roberta and others asked the Boundary Street proposal be revisited to clarify the study's geographic limits (whether it should extend to the Fillmore intersection) and to account for suspected private alterations to historic drainage channels; Roberta said any Boundary study should include the intersection and verify whether private property owners have altered natural flows.
A motion directing the town's stormwater committee to study Boundary Street and related stormwater problems passed unanimously; the committee will coordinate with town staff and may seek subject-matter-expert input. Councilmembers discussed prioritizing Henry Clay for immediate study and using the committee-led effort to scope Boundary Street and identify short-term maintenance actions that could stabilize the situation while a larger engineering plan is developed.
Discussion vs. decision: the Henry Clay engineering study authorization was a council decision (6-0). The Boundary Street item was directed to the stormwater committee for study and is not yet a contract award.
