JCDA tells Harpers Ferry council the YMCA project is still pursuing funding; feasibility study underway for sports complex

Representatives of the Jefferson County Development Authority (JCDA) on May 12 briefed Harpers Ferry Town Council on local economic-development work: the YMCA project remains under discussion but has not secured the earlier grant, the JCDA has released a strategic-plan survey due May 31, and the authority has contracted a feasibility study into a sports-complex/convention-center that could draw regional travel sports business.
Roberta introduced Mary Catherine Robinson, identified to the council as the JCDA president, who said the YMCA organizers had not closed their earlier funding avenue and were rethinking facility size before moving forward. "No one has given up on that project," Robinson said, describing informal conversations as continuing. The JCDA asked Jefferson County residents to complete a strategic-plan survey by May 31 and said stakeholder meetings will be scheduled soon.
On the sports-complex study, JCDA leaders said they met with an engineering firm and a sports-facility developer that builds projects nationwide. The firms highlighted recent regional examples and emphasized customizable designs; JCDA expects initial study results by early June. The authority said the feasibility study is intended to capture travel-sports markets within a roughly four-hour radius and to evaluate a mixed sports-and-convention center that could generate weekend tournaments and weekday convention business to boost hotels, restaurants and other local services.
Council members asked about county-level governance changes affecting municipal representation on the JCDA. The JCDA representative said the authority still operates under 2012 bylaws but that recent state code changes removed specific municipal-designation mandates; the change will be placed on a county agenda in coming months and the JCDA will monitor how representation is affected.
Discussion vs. decision: the JCDA presentation was informational; council took no formal vote on JCDA recommendations. The JCDA requested resident responses to the strategic-plan survey and said the sports-complex feasibility study is funded by Jefferson County and the development authority (JCPA and county commission contributions) and is underway.
