The Newburgh City School District Audit and Finance Committee approved a budget transfer May 13 to fund security work on the district’s data rooms and discussed the absence of a March treasury report while the treasurer position is vacant.
Committee members said the data-room work is long overdue and includes physical lockdowns and connectivity improvements. Several members urged timely treasurer reporting: staff said they could not produce a full treasury report or completed bank reconciliations without a treasurer’s signature, though some budget-status and balance information can be provided in the interim.
Why it matters: bank reconciliations and signed treasury reports provide an official, auditable record of fund balances; physical and cybersecurity protections for data rooms are material to student and district data security.
A committee member noted, “Anytime there's a budget transfer as per policy we can get a treasurer's report to bring us up to date where the fund balances are.” District staff replied that the district cannot issue a treasury report without a treasurer and that the regular board meeting that night included a recommendation to fill the treasurer position. Staff said some elements (budget status, revenue reports) can be produced while the treasurer vacancy remains.
Separately, a committee member identified as John said his company had recently been hacked and supported the district’s decision to improve data-room security. District staff credited Assistant Superintendent for Technology and staff (including Mr. McGrath and Mr. Seager) for procuring quotes and moving the work forward. A committee member said he was “very pleased” the transfer would address long-noted data-room security needs and connectivity issues.
On agenda housekeeping, staff described a proposed resolution to issue a request for proposals and to authorize the acting superintendent to execute an agreement for banking services. Staff called the RFP process a routine procurement step and said committee members could ask detailed questions in executive session if desired; the transcript does not record a final vote on the banking-services resolution. The committee concluded the meeting with a motion to adjourn.
Less-critical follow-up: staff said the treasurer recommendation would be on that night’s regular board meeting agenda and that the committee would receive budget-status projections and year-end fund-balance estimates in June.
