Coppell council names Don Carroll mayor pro tem

The nomination came from Mayor Pro Tem Kevin Nevills, who opened his remarks saying it was “a privilege to support the Mayor and this Council over the past year.” Nevills moved to nominate Don Carroll and said, in part, that Carroll’s “steady leadership, thoughtful approach and dedication to Coppell make him an outstanding choice for this role.” Council Member Prem Kumar seconded the nomination.
The mayor pro tem position is filled as required by section 3.05 of the city’s Home Rule Charter; the council confirmed Carroll by voice vote. The clerk announced the vote as recorded on the dais: “Walker Heine, Hesus Smith, Carol Nevills, Prem Kumar, Matthew Hill in favor. None opposed. Motion carries.”
The council did not take other formal action related to the mayor pro tem selection beyond the nomination and confirmation. The mayor pro tem serves when the mayor is absent and performs duties assigned by council practice and the charter.
Council members who spoke thanked outgoing Mayor Pro Tem Nevills for his service before the nomination. Nevills offered a short farewell as he yielded the role.
The change takes effect immediately; council did not set a separate term beyond the standard one-year practice referenced during the meeting.
